Animals are keenly aware of the weather. They know instinctively what is likely to come based on the movement of the air, humidity, temperature, and smell. Cats, in particular, understand that the types of animals they tend to prey on will be less maneuverable when they are wet and when the ground is muddy.
Naturally, cats also understand they too are at a disadvantage in inclement weather against certain types of animals and in certain situations. This being the case, a cat can make an intuitive judgment call when it comes to when, how, and whether or not to venture out in certain climate conditions.
For reasons similar to these, human tacticians have long been aware of how weather affects tactical advantages and disadvantages. Therefore, it is only logical that weather forecasting has long been considered an invaluable military intelligence asset. Taking that a step further, mystics and scientists alike have often pondered the idea of manipulating the weather to enhance any advantage that might be gained through forecasting.
