According to a recent Government Accountability Office (GAO) report, the FBI and the Department of Homeland Security (DHS) have set up mechanisms to share information and coordinate with gaming companies and social media platforms, claiming to be targeting the growing threat of violent extremism.
According to The Intercept, the report, which spans the months of September 2022 through January 2024, shows that federal agencies have been collaborating closely with social media and gaming companies to find and stop online content that either violates the terms of service of the companies or promotes domestic violent extremism. The purported goal of this partnership is to stop radicalization and the dissemination of extreme views on social media.
The GAO claims that the FBI and DHS have established channels for gaming businesses to provide tips and information on possible violations of the law and extreme viewpoints. The DHS intelligence division hosts meetings where firms may exchange information about online activity connected to domestic violent extremism, and the FBI briefs gaming companies on possible concerns.
The study draws attention to the federal government’s rising worry over extremist organizations’ use of social media and gaming platforms for recruiting and ideology dissemination. In June 2021, the Biden administration unveiled its national plan to combat domestic terrorism, which expressly names “online gaming platforms” as possible channels for “recruiting and mobilizing individuals to combat domestic terrorism.”
The FBI and DHS, the GAO cautions, do not have a comprehensive plan to match their dealings with gaming firms with their larger government responsibilities. In the absence of a comprehensive strategy, the agencies could find it difficult to evaluate how well their information-sharing and communication channels contribute to the achievement of their overall goals.
The cooperation between governmental organizations and gaming businesses has also sparked questions regarding constitutional and legal implications for the right to free expression. According to the GAO study, the FBI and DHS are moving cautiously because of current federal litigation, which includes a case that is pending before the Supreme Court.
The attorneys general of Missouri and Louisiana filed a lawsuit in 2022, which resulted in a federal judge forbidding the FBI, DHS, and other government agencies from engaging with social media businesses in an effort to combat what they view as disinformation.
